The Mines and Geosciences Bureau (MGB-IX) organized an orientation and deputation seminar to Municipal Environment and Natural Resources Officers (MENROs) and personnel of the Local Government Units (LGUs) of the 2nd District of Zamboanga del Sur (ZdS) on September 16, 2021. The one-day seminar was held at the Farmer’s Training Center in Bayog, ZdS wherein participants were given lecture-presentations on the different Environment and Natural Resources (ENR) laws and related policies.
In order to fully capacitate the participants, a line-up of comprehensive lecture were presented composed of the following topics: Mining 101 and Salient Features of Republic Act (RA) No. 7942, or the Philippine Mining Act of 1995; Briefer on Small-Scale Mining and Salient Features of RA No. 7076 or the People’s Small-Scale Mining Act of 1991; MGB Memorandum Circular (MC) No. 2018-01, Guidelines in the Conduct of Apprehension, Seizure, Confiscation and Disposition of Illegally-sourced Minerals/Mineral Products and By-products, Tools, Conveyances, and Equipment Used; Salient Features of PD 705 and other forestry-related laws; Salient Features of RA No. 9175 or the Chainsaw Act of 1992; Salient Features of DAO No. 2008-22, Guidelines in the Deputation of ENROs; Rules on Apprehension and Case Build-Up; Salient Features of RA No. 8749, or the Clean Air Act; Salient Features of RA No. 9275, or the Clean Water Act; Salient Features of RA No. 9003 or the Solid Wastes Management Act; and Salient Features of RA No. 6969 or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990;
This activity was organized upon the letter-request received by MGB-IX from Hon. Leonardo L. Babasa, Jr., Representative, 2nd District of of ZdS, to orient and capacitate them before deputizing their LGU personnel as ENR Officers. One of the important issues raised and discussed during the seminar pertained to the role of the LGU in preventing the occurrence of illegal mining/quarrying within their jurisdiction was given clarification.
